Emperor Norton vs. Frank Chu

I was thinking about San Francisco today and our penchant for eccentrics. Then I thought "Frank Chu vs. Emperor Norton" and I know who would win hands down, Frank Chu of course. That man created 988 Galaxies in recent weeks, what did Emperor Norton do that even comes close to that?!
